Revelstoke And Area Emergency Management Program (RAEMP)
The ultimate purpose of emergency management is to save lives, preserve the environment and protect property and the economy. To address and manage emergency response at the local level the Revelstoke and Area Emergency Management Program (RAEMP) has been established.
RAEMP responds to emergencies using the British Columbia Emergency Response Management System (BCERMS). BCERMS is a comprehensive system based upon the Incident Command System (ICS), which is the standard response system throughout the province. The ICS has been well tested in a wide range of emergencies and is designed to ensure a coordinated and organized response and recovery to all emergency incidents and disasters.
An Incident Commander must always be present to oversee site activities, and the Emergency Operations Centre (if required) is activated to oversee and coordinate all off-site activities. If the emergency is very large or wide spread, a Provincial Regional Emergency Operations Centre (PREOC) may be established to provide additional support and coordination. If a PREOC is established, then the Provincial Emergency Coordination Centre (PECC) in Victoria is also established.
The Incident Command Post (ICP) is the location from which the Incident Commander directs the response to the emergency. The ICP may be a police car, ambulance or fire apparatus. It is the location to which all responders initially report for incident briefings and assignments.
In larger complex incidents, responders at the site of the emergency may require policy direction, coordination, and resource support. If this is required a local Emergency Operations Centre (EOC) will be mobilized. The RAEMP EOC would be located at City Hall. An alternate location for the EOC is at Council Chambers.
